HIALEAH VOTERS RETURN FELON TO MAYOR'S OFFICE - AGAIN

Six-time mayor Raul Martinez , beset by legal problems, was re-elected Tuesday after defeating his political nemesis once again in a special mayoral election.
With all precincts reporting late Tuesday, Martinez beat Nilo Juri by 1,181 votes, including absentee ballots. He had 15,870 votes, or 51.9 percent, compared with Juri's 14,689 votes, or 48.06 percent. ''(We) showed the world once again that the 1993 elections were won in a democratic way and they were won honestly. And all this is saying is that we are ratifying that win today,'' Martinez told about 2,000 joyous supporters late Tuesday.
A judge ordered the special balloting after finding there had been fraud in the last mayoral voting.
Martinez's only opponent was the same opponent he faced last time out: Juri, a clothing manufacturer. Juri claimed that Martinez, convicted of racketeering and extortion in 1991, won last year's election through absentee ballot fraud.
Martinez, a Democrat, beat Juri, a Republican, by just 273 votes in the nonpartisan November 1993 election, squeaking by with the help of a 2-1 margin in absentee votes.
Juri filed a civil suit, claiming a lot of signatures for absentee ballots had been forged.
